The ALPA-S MBO is an independent organisation set up to provide benefits for members of ALPA-S who suffer a permanent loss of their Singapore flying licence, or dies. It is an organisation by pilots, for pilots. ​​​

1. our mission
To provide a low-cost subscription-based Capital Benefit to any of its Members who have suffered a removal of privileges relating to their Singapore Class 1 Medical Certificate as deemed by the Civil Aviation Medical Board, or to his/her stated beneficiary in the event of death of the Member.

It is an organisation, by pilots, for pilots under the purview of the Ministry of Culture, Community, and Youth (MCCY).
2. ELIGIBILITY

MBO membership is confined to financial members of ALPA-S who earn their livelihoods in the capacity of Airline Pilots flying for an SIA Group of companies or another scheduled air carrier if on VNPL, subject to the approval of the Committee.

Membership coverage may be retained up to before age 65.

A Joining Deposit is payable upon joining. Subsequently, the monthly subscription will be through the preferred arrangement mode of an arrangement with a bank credit card approved by ALPA-S MBO Management Committee, subject to changes by the Committee to mitigate loss experience. Alternatively, annual payment would be collected in one complete lump sum via electronic payment modes approved by MBO or cheque.

Members who have been temporarily grounded due to medical reasons must take all reasonable steps and undergo treatment or surgery as prescribed by their medical experts to regain the required standard for the reinstatement of their Singapore Flying Licence.

You are eligible to join the MBO if:

  • You are a Financial Member of ALPA-S
  • You hold a valid Singapore Class 1 Medical Certificate
  • You hold a valid Singapore Flying Licence issued by CAAS
  • You are within 2 years from your date of appointment to Junior First Officer Grade
    (A320/A319), First Officer Grade or Second Officer Grade
  • You are within 2 years of your joining date if you are a Direct Entry Captain or
    Direct Entry First Officer
  • You are less than 55 years old
  • You are actively employed by an SIA Group of companies
  • You are a Singapore citizen or Singapore Permanent Resident or you live in Singapore
  • must also maintain a valid Singapore Class 1 Medical Certificate, a valid Singapore Flying Licence and remain a Financial Member of ALPA-S. Members not actively flying shall have their membership suspended until they resume active flying duties.

    SOs, or 2 years of joining date for direct entry crew.

4. APPLICATION & ACCEPTANCE OF MEMBERSHIP
  • Application to join the MBO must be in writing on the prescribed form
  • A Health Declaration Form and copy of Flying Licence must accompany
    application
  • Payment of Joining Deposit of $1080 (Capt/FO) or $360 (SO, subject to top-up
    after checking out as FO)
  • Joining Deposit is refundable upon resignation or retirement from the MBO.

  • Monthly subscription via the preferred arrangement with a bank credit card
    approved by ALPA-S MBO Management Committee
  • Alternatively, electronic payment must be made or yearly cheques are to be
    deposited at the MBO office by 31st of December of the preceding year
  • Exclusions shall apply for applicants who have a current exclusion from any
    LOL Insurance or have a medical condition that may lead to a claim
  • Upon acceptance, the effective date shall be the first day of the following
    month after the date of acceptance
  • If you are under suspension of privileges to your Singapore Class 1 Medical
    Certificate, you shall not be accepted into the MBO
  • Acceptance of your application shall be subject to exclusions, if any, as
    imposed by the Management Committee

If you make a fraudulent claim, false or incomplete statements in the membership
application, or conceal material facts relating to a claim or application for membership, you shall not be entitled to any benefit from the MBO. Your membership shall be terminated, and you shall not be entitled to refund any contributions made to the MBO.

5. WHO QUALIFIES AS YOUR BENEFICIARY?

As defined in the Mutual Benefit Organisations Act, a beneficiary must be one of the
following:

Wife, husband, children, father, mother, brothers, sisters, grand-parents, grand- children, sons-in-law, daughters-in-law, uncles, aunts, nephews, nieces, or wards of a Member.

Member may nominate any other person in writing signed by himself in the presence of and attested by a Justice of the Peace or a Magistrate or the Registrar.

6. WE WILL PAY YOU...

If you suffer a removal of privileges to your Singapore Class 1 Medical Certificate, or die, the MBO will pay you or your beneficiary a lump sum Capital Benefit according to the following:

If the total Capital Benefit payout for the year reaches 80% of the opening balance in the Benefit Fund and Reserve Fund, including Joining Deposits less any liabilities for the fiscal year, then the payout will revert to a monthly payout of $10,000 until the obligations of the MBO are discharged.

At the end of the fiscal year, any balance remaining from the total contribution for the year shall be paid to all Members who are receiving monthly Capital Benefits in multiples of $10,000 until the full obligations of the MBO are discharged.

Any arrears owing shall be carried forward to the following year.

All claims must be evidenced with a letter from CAMB in the case of a removal of privileges to a Singapore Class 1 Medical Certificate, or a Death Certificate in the case of death of a member.

7. WE WILL NOT PAY YOU...

The MBO will not pay you any Capital Benefit if you suffer a removal of privileges to your Singapore Class 1 Medical Certificate, or die, as a result of the following actions:

  • You commit, or attempt to commit assault, battery or felony
  • You commit suicide within the 01st year of joining the MBO
  • You engage in acts of terrorism
  • You engage in naval, military or air force operations of an offensive nature, except for peacetime military training and exercises for full time servicemen and NSmen
  • You go for elective surgery
  • Your pregnancy, childbirth, miscarriage or complications arising from these
  • You contract any Sexually Transmitted Diseases, Acquired Immune Deficiency Syndrome or Human Immunodeficiency Virus Infection from sexual activity or non-prescribed drug use
  • You are an alcoholic, drug abuser or glue sniffer
  • You engage or train for sports in a professional manner
  • You suffer an illness or disability for which you had previously made a claim for the removal of privileges to your Class 1 Medical Certificate
  • You made a false statement, concealed material information relating to your application for membership in the MBO, or you make a fraudulent claim
8. TERMINATION OF MEMBERSHIP

You may voluntarily withdraw from membership of the MBO by giving written notice to the Committee. Your membership shall cease at the end of the month of receipt of such notice by the Committee.

Your membership shall also be terminated in the event you resign from ALPA-S or upon retirement or upon reaching age 65, whichever is earlier.

Under the above conditions, the MBO shall refund you the Joining Deposit of $1080 (or $360 for SO). Any subscription in arrears shall be recovered from the Joining Deposit.

Your membership shall also be terminated automatically if you:

  • a.

    become an un-financial member of ALPA-S;
  • b.

    are expelled from ALPA-S;
  • c.

    fail to pay your monthly subscription for 3 months. No benefit is payable from the date your first subscription became due;
  • d.

    received Capital Benefit from the MBO;
  • e.

    cease to qualify as a member (see Who Are Eligible to Join the MBO);
  • f.

    make a fraudulent claim, false or incomplete statements in the application form or conceal material facts relating to a claim or application;
  • g.

    contravene any of the provisions of the Act or Rules of the MBO, or act in a way detrimental to the interests of the Organisation.

Under the above conditions, no refund of any monies, including the Joining Deposit shall be payable.

9. DISPUTE RESOLUTION

Any expelled member of the MBO may appeal to be heard at the next MBO Annual General Meeting, which may reverse the decision of the Committee if not less than two-thirds of the members present and voting at the meeting so decide.

All disputes between a member and the MBO or an officer of the MBO shall be referred to the decision of the Management Committee. The decision so given shall be binding and conclusive on all parties without appeal and shall not be removable to any court or restrainable by injunction, and application for the enforcement thereof may be made to a District Court.

If all parties cannot agree on the settlement of dispute, they may, by consent, refer the dispute to the Registrar in accordance with Section 36 of the Mutual Benefit Organisations Act.

10.THE RIGHT PEOPLE TO MANAGE THE ORGANISATION

No person shall act as a member of the Management Committee or Trustee of the MBO or manage or assist in the management of the MBO if he/she:

  • a.

    is below the age of 21 years old;
  • b.

    is not a Singapore Citizen, Singapore Permanent Resident or resident in                   Singapore;
  • c.

    is an un-discharged bankrupt;
  • d.

    has been convicted of any offence and sentenced to a fine of not less than $2000 or to imprisonment for a term of not less than 1 year and has not received a free pardon, unless the written permission of the Minister so to act is first obtained.

Members of the Management Committee shall be appointed at an Annual General Meeting of the MBO and by resolution of a simple majority of the members present and entitled to vote.

The Officers of the Management Committee shall be elected by members of theManagement Committee, from among themselves, and shall hold office from the conclusion of the Annual General Meeting at which they were appointed until the conclusion of the next Annual General Meeting. They are eligible for additional consecutive terms.

Not less than 3 and not more than 5 Trustees shall be elected at the Annual General Meeting, to be responsible for the immovable properties and investment of funds of the MBO. The Trustees shall hold office for 3 years from the date of the Annual General Meeting. Trustees shall not be Officers of the Management Committee.

Before being eligible to be elected as a Trustee, a member must have been a member of the MBO for at least the previous 3 years.

PERSONAL DATA PROTECTION POLICY

Your Personal Data is important to us. This Policy will apply to Personal Data you provide to ALPA-S MBO.

In this Policy, “Organisation”, “us”, “we” or “our” refers to ALPA-S MBO.

This Policy sets out:

a. how we manage your Personal Data;
b. the types of Personal Data we collect, use, disclose and/or retain;
c. how we collect, use, disclose and/or retain your Personal Data; and
d. the purpose(s) for which we collect, use, disclose and/or retain your Personal Data.

You agree and consent to our, the Organisation’s, and our authorised service providers’ and third parties’ collection, use, disclosure and/or retention of your Personal Data in the manner set forth in this Policy.

This supplements but does not supersede nor replace any other consent which you may have previously provided to us nor does it affect any right that we may have at law in connection with the collection, use, disclosure and/or retention of your Personal Data.

From time to time, we may update this Policy to ensure that it is consistent with developments and trends in the Mutual Benefit Organisation Act and/or any regulatory changes. Should any revision(s) be made to this Policy, updates will be published on our restricted site (www.alpas.org). Subject to your legal rights in Singapore, the prevailing terms of this Policy shall apply.

This Policy forms a part of the terms and conditions governing your relationship with us and should be read in conjunction with such terms and conditions (Rules and Annex of the MBO). In the event of any inconsistency between the provisions of the Personal Data Protection Policy and the Rules and Annex, the provisions of the Rules and Annex shall prevail.

    In this Policy, “Personal Data” refers to any data and/or information about you from which you can be identified by, either (a) from that data; or (b) from that data and other information to which we may have or are likely to have access to. Examples of such Personal Data include but are not limited to:

    your name, NRIC, passport or other identification number, telephone number(s), mailing address, email address and any other information relating to you which you have provided in any forms you may have submitted to use, or in other forms of interaction with you;
  • b.

    your photos;
  • c.

    your employment history, education background, and income levels;
  • d.

    Personal Data of your family members, such as next of kin, spouses, and children;
  • e.

    information relating to payments, such as your bank account number or credit card information;
  • f.

    information about your usage of and interaction with our website and/ or services including computer and connection information, device capability, bandwidth, statistics on page views and traffic to and from our website

    to process payment for your ALPA-S MBO membership or any other purchases and subscriptions;

    to improve membership services, such as resolving complaints and handling requests and enquiries;

    to conduct research, surveys and interviews;

    to keep you updated on our events; and
  • i.

    to comply with applicable laws and regulations.
4. Marketing/ Optional Purposes

    From time to time, we may contact you via mail, electronic mail, telephone (call or SMS-Text), facsimile or social medial platforms, to inform you about our membership benefits, services and events that we think may be of interest to you.
  • 2.

    We will not sell your personal data to marketing and third party companies.

    Disclosure of your Personal Data
  • 1.

    We may disclose your Personal Data to the following group of external organisations for purposes mentioned above, subject to the requirements of applicable laws:

    Between ALPA-S and ALPA-S MBO, and organisations and associations to which we are affiliated;
  • b.

    hospitals, clinics or insurance companies in connection with claims;
  • c.

    agents, contractors, data intermediaries or third party service providers who provide services, such as telecommunications, mailing, information technology, insurance cover, payment, payroll, data processing, training, market research, carding, storage and archival, to the Organisation;

    external banks, financial institutions, credit card companies and their respective service providers;
  • e.

    our professional advisers such as our auditors and lawyers;
  • f.

    relevant government regulators, statutory boards or authorities or law enforcement agencies to comply with any laws, rules, guidelines and regulations or schemes imposed by any government authority;

    business partners that provide any membership services and benefits; and
  • h.

    any other person in connection with the purposes set forth above.

    We may collect or analyse anonymised information from which individuals cannot be identified (“Aggregate Information”), such as number of users and their frequency of use, the number of page views (or page impressions) that occur on our websites and common entry and exit points into our websites.

    We make use of “cookies” to store and track Aggregate Information about you when you enter our website(s). Such cookies are used to track information such as the number of users and their frequency of use, profiles of users and their online preferences.

    Such aggregate Information collected may be used to assist us in analysing the usage of our website(s) so as to improve your online experience with us.

Such a withdrawal may therefore result in the termination of any membership that you may have with us.

    The Organisation has the right to charge a reasonable fee for processing your request.

    We will ensure that any transfers of personal data to a territory outside of Singapore will be in accordance with the PDPA so as to ensure a standard of protection to personal data so transferred that is comparable to the protection under the PDPA.
